The Burdwan Development Authority formed in the year of 2002 is a statutory authority under the Government of West Bengal formed under Town and Country Planning Act, 1979 covering an area of 157.62 Sq. Km, accommodating about 4.07 lakh populations. It is located in the south east part of Bardhaman district, 107 km north-west of Kolkata Metropolitan Area (KMA). The Bardhaman Planning Area consists of Bardhaman Municipal Area and its adjoining villages located in five Gram Panchayats under Bardhaman- I (i.e. Rayan- I, Kshetia, Baghar- II, Saraitikar, Belkash) Panchayat Samity and two Gram Panchayats (i.e. Baikunthapur- I & Baikunthapur-II) in Bardhaman- II Panchayat Samity. Actually, it spreads overs 63 mouzas full or part as the case may be. Since its inception, BDA has taken initiative to formulate innovative schemes in such a way so that all round & sustainable development (particularly in respect of infrastructural development) take place which will, in turn, mitigate the problems of an old heritage town like Burdwan and also in its adjoining areas.

Objectives

  • Bardhaman town is the administrative centre of the district. Most of the important economic activities like main administrative offices, main retail commercial hub, Bus terminal at Tinkonia, Bardhaman Railway station, Health and educational facilities are located within a radius of 1.5 Km keeping Curzon Gate at the centre.

  • Bardhaman town also serves as the prime Trading Centre of goods and services for the flourishing agriculture hinterland.

  • Bardhaman Planning area possesses tremendous growth potential being located in close proximity to KMDA as well as well connected to all neighboring district Head Quarters of West Bengal namely Bankura, Birbhum, Purba Medinipur, Hooghly.

  • Higher growth rate during the last decade in the Urban population.

  • The per capita income of the people is about 15000 p.a. which is much higher than the state average (about 12000 p.a.).

  • Bardhaman being the granary of West Bengal has a potential for development of Mandi town amidst vast agriculture hinterland.

  • The rice cultivation has improved considerably since sometimes past with the implementation of the Irrigation projects undertaken by the Damodar Valley Corporation.

  • Rice has become the main cash crop and has given rise to development of number of rice mills and rice related industries.

  • The Bypass to NH-2 has been widened to four lane corridor paving the way for better connectivity.

  • Burdwan-Durgapur Railway Line passes through the town.

  • Population density is very high in core of the city. Population density is more than 15000 per sq km in 23 wards out of 35 wards within the Municipal areas.

  • This historic town with its dense pattern of urbanization has already exhausted the capacity of urban road network resulting in severe congestion and delay.

  • Old G.T. Road which passes through the core of the city, often bring about intermixing of slow and fast moving vehicles leading to peak hour congestion.

  • The main Bus stand at Tinkonia catering to the regional as well as town bus service and located at the core of the town is unequipped to support the present fleet volume.

  • Bardhaman Municipal town has now grown almost to its full capacity occupying nearly 87% of the total area under urban use, leaving only 13% for water body, agriculture and vacant land.
